Chris Pope Joins Manhattan Institute as Senior Fellow in Health Policy

Research will focus on health policy and entitlement reform 

The Manhattan Institute is pleased to welcome Chris Pope as a senior fellow in health policy. His work will focus on reforming health insurance policy and the federal health care entitlements, Medicare and Medicaid.

Pope brings with him a long history of focusing on health policy. He most recently served as Director of Policy Research at West Health, where he led development of reform proposals for Medicare benefit design, provider payment, and care for the chronically ill. Prior to that, Pope worked as an APSA fellow in health policy with the House Energy & Commerce Committee, where he focused on reforming Medicare and conducting legislative oversight of ACA’s reforms to private insurance markets.

After completing his doctorate, Pope served as a graduate fellow with the Heritage Foundation’s Center for Health Policy Studies, where his research assessed the causes of consolidation in the hospital and insurance industries and examined the merits of proposals for price controls. This followed his time at the American Enterprise Institute, where he managed the program commissioning domestic policy research.

Pope’s work has been featured previously in various publications, including National Affairs, Health Affairs, National Review, and the Morning Consult. He received his doctorate in political science from Washington University in St. Louis and his bachelor’s in government and economics from the London School of Economics.

The Manhattan Institute is a think tank whose mission is to develop and disseminate new ideas that foster greater economic choice and individual responsibility. It is celebrating its 40th anniversary this year.
