As you may already know, Congress has passed and the President has signed a law that provides more resources for tougher enforcement of current immigration laws at the border, including the construction of a 700 mile long fence along the Mexican border.Now, thinking about this law, do you think of it as more of a: First step towards comprehensive immigration reform, including securing the border, dealing with the future flow of legal immigration, and creating an earned legalization path for illegal immigrants currently here, OR A solution that ensures that we increase the security of our borders and have tougher enforcement of our current laws.  It will now be years before we need to consider things like allowing more legal immigration or allowing current illegal immigrants to earn legal status.

Some people say: that since it was an election year it was fine that all Congress could do this year on immigration reform was to provide more resources for tougher enforcement of current immigration laws at the border, including the construction of a 700 mile long fence along the Mexican border.  However, the next Congress should consider comprehensive reform that deals with other immigration issues like the adjusting the flow of legal immigration and creating an earned legalization plan for current illegal immigrants.  Other people say: since Congress has already passed a law that deals with the critical issues of border security and enforcement, we should give these measures time to work before considering more comprehensive measures like adjusting the flow of legal immigration and creating an earned legalization plan for current illegal immigrants.

Candidate A    says that all we need to do to reform immigration policy is to tighten security on our borders and have tougher enforcement of our current laws.  These are the most important problems and we should deal with these before looking at other issues.
Candidate B     says that immigration reform is a problem that needs a comprehensive solution.  While we certainly need to do things like tighten border security and enforce current laws, we also need to deal in a practical way with other issues like creating a guest worker program that meets our economic needs and developing an earned legalization program for illegal immigrants.
Which candidate would you be more likely to vote for?

Key Findings on Candidate A versus Candidate B
  • The likely electorate shows a decided preference for Candidate B, the comprehensive solution advocate, with 57% selecting him.


  • Contrary to conventional wisdom, those most intensely interested in immigration are divided on whether to support the comprehensive solution advocate (Candidate B) or the border security/enforcement only advocate (Candidate A).
    • Among those who select illegal immigration as one of their top three issues, the ballot is 51% for Candidate A and 42% for Candidate B.
    • Among those who plan to use immigration as top vote determining issue, the ballot is 50% for Candidate A and 46% for Candidate B.
    • Among those who view immigration as top issue motivating them to vote, the ballot is 54% for Candidate A and 38% for Candidate B.


  • This data makes clear that many of those most interested in the immigration issue are those wanting a comprehensive solution.  This group is not a monolithic bloc of immigration reform opponents who want just security and enforcement.
