IAPE Staff Carlos M. Medina—Executive Director Carlos Medina is a Senior Fellow at the Manhattan Institute where he directs the Institute’s Latin American initiative. Mr. Medina also serves as a Senior Fellow at the Center for Educational Innovation, an organization that provides technical assistance and support for educational reform and school restucturing. Before joining the Manhattan Institute, Mr. Medina served as Superintendent of the nationally-acclaimed Community School District #4 in East Harlem, New York. While Superintendent, Mr. Medina was responsible for the developmemt of an extensive alternative school system that has gained international fame for its overwhelmingly successful education of inner-city children. Charles Sahm—Associate Director Donna Thompson—Associate Director Affiliated Scholars Crime & Policing: William Andrews, City Journal contributing editor and former assistant to New York City Police Commissioner William Bratton who has extensive experience in Latin American police reform. William Bratton, former New York City Police Commissioner and author of Turnaround: How America’s Top Cop Reversed the Crime Epidemic. George Kelling, Manhattan Institute Senior Fellow and author of Fixing Broken Windows: Restoring Order and Reducing Crime in our Communities. Education Reform: Amalia Betanzos, founder of New York’s Wildcat Academy school which is internationally recognized for its success in working with at-risk young people and has been replicated in Santiago, Chile. Jay P. Greene, Manhattan Institute Senior Fellow and a research associate at Harvard University’s Program on Education Policy Governance. Jay Greene is quickly becoming one of the most respected education policy researchers in the country. Bruno Manno, Senior Education Fellow at the Annie E. Casey Foundation and former U.S. Assistant Secretary of Education. Dr. Manno is one of America’s foremost experts on charter schools and education reform. Municipal Innovation: Stephen Goldsmith, Chairman of the Manhattan Institute’s Center for Civic Innovation and former Mayor of Indianapolis, Indiana and author of The Twenty-First Century City: Resurrecting Urban America. John Norquist, Mayor of Milwaukee, Wisconsin, member of the Manhattan Institute’s Center for Civic Innovation, and author of The Wealth of Cities: Revitalizing the Centers of American Life. Michael O’Connor, Senior Vice President of the Alliance for Downtown New York Business Improvement District and former Chief of the New York City Transit Police.
