Civic Bulletins 44, 45, and 46 are adapted from the conference, "Moving Men into the Mainstream: The Next Steps in Urban Reform," co-hosted by the Manhattan Institute’s Center for Civic Innovation and Center for Race and Ethnicity Studies on June 21, 2006. The conference explored both the social and economic barriers faced by inner city African-American males and ex-offenders, and considered the lessons policymakers can draw from the experience of welfare reform to help these men reintegrate into the labor market.
