J. Michael Barrett

J. Michael Barrett is the former Harbinger/ICx Technologies Fellow in Homeland Security at the Manhattan Institute's Center for Policing Terrorism. In March of 2007, Mike became Director of Strategy and Resources at the National Security Council. He previously has served as a Senior Analyst for the Global War on Terrorism (GWOT) in the Special Operations Division of the Joint Chiefs of Staff and as a Counter-Terrorism Intelligence Officer for the Defense Intelligence Agency’s Defense HUMINT Service (DIA/DHS), where he helped coordinate multi-agency efforts to identify domestic and international terrorist cells. Mike also has served as Lead Intelligence Analyst in the Combating Terrorism Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (OASD SO/LIC) and as a political-military analyst for the Center for Strategic and International Studies (CSIS).

Upon graduation from the University of Pennsylvania, Mr. Barrett was selected as a Fulbright Scholar and spent a year in Ankara, Turkey, studying the causes and effects of terrorism in democratic societies. Mr. Barrett holds a Master of Arts Degree in International Economics and International Relations from the John Hopkins School of Advanced International Studies (SAIS), where he was named both the Phillip Merrill and Olin Foundation Fellow in Strategic Studies. He is an occasional guest lecturer at Georgetown University and National Defense University on terrorism and Homeland Security, and a Lieutenant in the United States Naval Reserve. Mr. Barrett's expertise is in analyzing emergent terrorist trends and relating threats to a variety of disparate domestic and international concerns.

Mr. Barrett has published opinion columns in The Wall Street Journal, The Washington Times, Foreign Policy Magazine, The Naval Institute's Proceedings Magazine, American Diplomacy and The Journal of Commerce. Additionally, he is the co-author of the terrorism preparedness book FIGHT BACK! and of the book Securing Global Transportation Networks (McGraw Hill, October 2006).
