The years after September 11th witnessed a radical evolution in the strategies used to protect America from attacks, and those strategies continue to evolve. Once focused
primarily on the federal government's response to the pervasive terrorist threat, there is a growing understanding that state and local law enforcement have an important
role to play. The Manhattan Institute, reflecting its longstanding and unique policy focus on urban issues, worked closely with the New York Police Department in the
years immediately after September 11th. The collaboration helped transform the NYPD's approach to urban counterterrorism, blending intelligence gathering and
analysis with traditional policing.
TEN YEARS AFTER 9/11: SECURING OUR CITIES & OUR LIBERTY
To remember the anniversary and honor those who suffered, on September 7th, 2011 the Manhattan Institute hosted a conference with leading policing and
counterterrorism experts to examine how we can prevent a terror attack from happening again.
Welcoming Remarks: An introduction by Congressman Peter King, chairman of the
Homeland Security Subcommittee, and a keynote address by New York Police Commissioner Ray Kelly followed by an interview with Judith Miller.
