Skid Row:
Is the Safer Cities
Initiative the Right Approach?
The
50 square blocks of L.A.s Skid Row have been notorious for
decades. Street dwellers have formed elaborate ten encampments
where prostitution and open drug use run rampant. The streets
are littered with garbage and human excrement. The Los Angeles
Police Department (LAPD) has launched an effort to clean up Skid
Row, known as the "Safer City Initiative." This initiative
is based upon the Broken Windows theory of policing,
which as been successful in cleaning up New York and other cities
across the country. But the efforts of the LAPD have been criticized
by homeless and civil liberties advocates as a draconian crackdown
on the rights of the poor.
Heather
Mac Donald covered Skid Row in the autumn 2007 edition of City
Journal. Adaptations of the piece ran in The Los Angeles
Times and The Wall Street Journal. Inspired by a tremendous
response to Heather's story, the Manhattan Institute visited Los
Angeles to host an exploration of the controversial transformation
of Skid Row.
